All effects (with the exception of uplights) are utilized for a set period of time during your event, meaning you only pay for what you need, when you need it. You likely don't want fog rolling and dancing lights through your reception hall during dinner, so why should you pay a flat fee for something you’re really only utilizing for the last two hours of the evening?
